It would not have been conceivable at the outset that the end result was a software company embedded into the fabric of evaluation of public participation in some of the most controversial federal regulations. I was interested in the democratic issues when we started, and the personnel at federal agencies we met with over eight years of focus groups and interviews made it clear that the democratic process needed to have power tools for text or it would be swallowed up by the wave of input delivered by the Internet.
